JOB SUMMARY

The Data Scientist will enhance Just City’s codebase and data collection capacity as it relates to the Clean Slate Program, the Memphis Community Bail Fund, and other data needs that support the ongoing work of Just City. The Data Scientist will report directly to the Chief of Staff and work in partnership with relevant staff to fulfill responsibilities as outlined below. The Data Scientist will operate as a full-time employee of Just City. Local candidates preferred, remote candidates will be considered.

RESPONSIBILITIES

  • Provide or direct ongoing maintenance of Just City’s Python codebase of apps and ETL pipelines supporting the Clean Slate Program including, but not limited to: updating code as needed to repair minot problems discovered through program implementation, annual adjustments to code that reflect legislative changes in expungement law, and changes to any language in automated communications that will evolve as Just City’s Clean Slate outreach changes over time

  • Provide or direct ongoing maintenance of Just City’s Python codebase of apps and ETL pipelines supporting the Memphis Community Bail Fund including, but not limited to: text reminder system for court dates, regular data scraping of criminal justice portal capturing relevant bail fund data points, and the retrieval of daily jail population data to further inform bail reform efforts.

  • Implement processes and tools that enable consistent use of data and analytics to inform decision-making for programs and the overall organization

  • Shall serve as technical contact for grant agreements and partnerships involving Just City’s data infrastructure

  • Lead Just City’s program data collection efforts, ensuring accuracy and timely data entry

  • Participate in regular meetings with external partners to track progress, plan sprints, and

    retrospect.

  • Extensively document codebase to streamline future onboarding

REQUIRED TECHNICAL COMPETENCIES INCLUDE:

  • Web scraping

  • Collaboration with git and GitHub

  • Strong working knowledge of Python

  • Extensive experience analyzing and visualizing data with traditional Python data stack (including

    pandas, jupyter, matplotlib)

  • Working knowledge of SQL and relational databases

STRONG CANDIDATES WILL ALSO HAVE:

  • Experience wrangling complex datasets

  • Some experience with testing and deploying back-end Python applications

  • Familiarity with AWS services including S3, EC2, RDS, and Lambda (or comparable services on another platform)

  • Experience developing web applications. Past experience working with Django and Django’s REST Framework is preferred.

  • Fluency with fundamental statistical concepts (equivalent to a college statistics course). Experience participating in social science research is a plus.

NON-TECHNICAL COMPETENCIES INCLUDE:

  • Ability to thoroughly and thoughtfully present processes and analyses to non-technical audiences

  • Experience with Agile/Scrum would be a plus

  • Orchestrating communications with multiple stakeholders in a clear and timely manner.

  • Working knowledge of criminal justice issues

  • Excellent organizational skills and attention to detail; ability to help drive projects to completion and multi-task

COMPENSATION

$65,000 - $77,500

Benefits include:

  • Payment of 80% of total health, dental, and vision insurance premiums as part of an existing

    group insurance plan.

  • Reimbursement of up to $1,000 annually for psychotherapy treatment.

  • Match of up to 3% of your contribution to a Simple IRA

  • Just City will also provide a laptop computer suitable to meet the requirements of the position and

    a monthly telephone stipend.
