Josh Spickler, Just City Executive Director

Executive Director


Josh Spickler is the Executive Director of Just City, nonprofit that supports a stronger right to counsel and smarter criminal justice policies for Memphis and Tennessee. He was previously Director of the Defender’s Resource Network at the Shelby County Public Defender’s Office. Josh also served on that office’s Special Litigation Team, which administers the Jericho Project, a nationally-recognized jail diversion program for people with serious and persistent mental illness and substance abuse issues.

He spent several years in private criminal and insurance defense practices as well. Josh regularly presents to civic organizations and works with local and national media to communicate stories about indigent defense and criminal justice reform. He is a graduate of the Cecil C. Humphreys School of Law at the University of Memphis and Rhodes College.

Allison Gibbs


Director, Programs & Operations


Originally from Miami, Florida, Allison Gibbs serves as Just City’s Director of Programs and Operations. She is currently a student at American University, pursuing a joint Master’s degree in Public Administration and Policy. Prior to joining the Just City team, Allison spent time as a community outreach manager, community organizer, and elementary school teacher. Allison brings a wealth of enthusiasm, community organizing experience and management skills to Just City. She is an avid reader, yogi, activist, Africana studies enthusiast and proud alumnus of the University of Florida – Go Gators!

Originally from Miami, Florida, Allison Gibbs serves as Just City’s Director of Programs and Operations. Katie Raines is a Program Associate with Just City. A native Memphian, she moved to Ohio for college where she earned a Bachelor of Arts in Political Science from Cedarville University. Upon graduation, Katie began working in development fundraising for a nonpartisan think tank in Washington, DC. Katie returned to Memphis in 2012 and joined the local movement to end homelessness with Community Alliance for the Homeless. It was there that she discovered the necessity for advocacy on behalf of our city’s most vulnerable individuals. She believes that serving these populations should never be viewed as controversial, and she is thrilled to be part of the essential work of Just City.
